The ability only applies to you, but you can change as often as you please and the nicknames are applicable across the entire main server network (not FTB).
Of course, inappropriate nicknames will be disallowed, and special formatting (bold, italics, etc.) won't be allowed for visual annoyance purposes. If you choose to disobey the rules on inappropriate nicknames, you risk getting your powers taken away without a refund.
